Change Instance

A Change Instance (CI) in the context of NetOrca represents any time that the customer declaration for a particular Service Item (SI) deviates from the current active declaration for that SI in NetOrca.

CI's also handle the state when the SI does not yet exist (CREATE) and when the SI is requested to be removed (DELETE)
